President Trump says he will impose a 100% tariff on all Chinese imports in response to

Beijing’s move to restrict rare earths and other exports, as a trade war between the world’s largest economies flared anew. The decision to slap massive levies on Chinese products, effective Nov. 1, would put the effective rate on many Chinese goods at 130%, given previous actions. Mr. Trump also said he would restrict exports of “critical software,” indicating the U.S. would dig in and play hardball in safeguarding its products.
