fool's errand from the beginning? How many other U.S. allies field paper armies, which will collapse without America? Is what we have on offer — one man-one vote democracy — truly appealing in a part of the world where democracy seems to have trouble, from the Maghreb to the Middle East to Central Asia, putting down any deep roots?
